A top American defense think-tank of RAND Corporation in their latest report entitled, “Hypersonic Missile Nonproliferation: Hindering the Spread of a New Class of Weapons.” has advised US Government to work with Russia and China to deny export of complete hypersonic missile systems or their major components to other countries, including India to restrict spread of Hypersonic missile technology . Russia, China, and the United States are only 3 countries which have active Hypersonic missile programs which have already entered developmental testing stage and it is believed that a production variants will emerge soon post 2020 from either of this countries. Australia, Japan, European Union and India are other countries which are still carrying out R&D in hypersonic missile technology but are yet to begin trials of their technology demonstrators. India is working on Two Separate hypersonic missile technology, BrahMos-2K which India is developing with Russia is a hypersonic cruise missile based on the Russian developed Zircon hypersonic missile which already has begun testing and already has achieved Mach-8 speed at trials and is likely to hit production by 2020. Zircon and BrahMos-2K will share outer design frame and also its propulsion technology but will incorporate Indian guidance and navigation systems along with other sensors and local software. India like its predecessor Mach-3 capable BrahMos-I plans to develop a family of the BrahMos-2K hypersonic missile which will have multiple launch platforms and can be fired from ships, submarines, aircraft or land-based launchers. BrahMos-2K based on Russian Zircon Missile and will emerge around 2022-24 and might have reduced hypersonic speeds and come with a range from 600-800km as per usual Russian export control regime. The second program of India is DRDO’s Hypersonic Technology Demonstrator Vehicle (HSTDV) which is a hypersonic glide vehicle which theoretically can deliver a Nuclear payload to its target. DRDO is currently working on testing a scaled-down HSTDV Cruise vehicle mounted on a solid rocket motor to propel cruise vehicle for next 20 seconds at Mach 6. HSTDV technology has gone through serval rounds of ground trials but it is yet to begin technology demonstration trials yet. from 2016 various media reports have emerged that DRDO on verge of carrying out first trials soon but till now no tests has been conducted. DRDO’s HSTDV will be similar to Boeing X-51 Waverider and Chinese WU-14 hypersonic glide vehicle but its intended role for a practical application might require few more years of research in hypersonic flight to turn it into a Military grade platform. India’s limited progress on HSTDV hypersonic glide vehicle program suggests that program is still in the infancy stage and will require at least a decade or more round of trials to become a serious platform. If Russia, China, and the United States are able to set up Hypersonic Technology Control Regime on lines of Missile Technology Control Regime (MTCR) to prevent the proliferation of Hypersonic missile by 2020, it will mean, Russia will have to deny transfer and supply of components and propulsion system of its Zircon Missile to India and development of BrahMos-2K might be cancelled or turned into Indian program . India’s limited research and development of hypersonic platforms will slow down development of Hypersonic cruise missile considerably and India will be at least a decade behind in the development of Hypersonic cruise missile technology even if the program gets a considerable amount of funding and backing from the government. DRDO’s HSTDV hypersonic glide vehicle doesn’t have any active support from Russia but lack of high funded research in India on hypersonic flight platforms will not make it easy for India either to develop both Hypersonic cruise missile or Hypersonic glide vehicle even by 2030 without external help in the technology
